"The National People's Power (NPP) has forgotten many promises it made before the election."

In the Muthunagar village of the Trincomalee District, lands traditionally cultivated by local farmers have been acquired and handed over to companies for solar power projects. This has completely disrupted the livelihoods of the villagers. To discuss this situation and explore the legal context surrounding it, a meeting was held on the 24th of this month with community leaders from the affected village. During the meeting, weaknesses in the legal processes that have taken place so far were highlighted, and guidance was provided on compiling the necessary documentation to confirm the current legal status. It was also decided that civil society organizations would support any future actions taken by the community. Additionally, on the 25th of this month, discussions were held with local residents from the areas of Sampur and Muthur (Ralkuli) regarding ongoing mineral sand mining activities and the proposed solar power project. “Give Us Back Our Land – Fulfill the Promises Made!”

On the morning of July 15, a silent protest was held near the Presidential Secretariat in Colombo by the people who had traveled from the Myliddy area in Jaffna, demanding the return of their lands — lands they consider vital to their lives. Their main demands were: "Give us back our land" "Fulfill the promises made" "Release nearly 3,000 acres of private (Deed) lands occupied by the military to the rightful owners" The aim of the protest was to express public opposition to the fact that, even though many years have passed since the end of the war, lands still remain under military occupation and have not been returned to their original owners. In addition to the protest, six representatives were given the opportunity to engage in a discussion with officials at the Presidential Secretariat. After the discussion, the representatives stated that dialogue has already begun with the relevant authorities and that further discussions will be held with the Ministry of Lands and District Secretaries to initiate action. They further stated that the struggle would continue until justice is served and their legal land rights are ensured. Around 200 people from the Myliddy area who have claims to these lands participated in the protest. Awareness Program on Building Self-Sufficient Units and the Importance of the Cooperative System – July 12, 2025 Based on the idea expressed in the phrase, “Right now, we can barely afford to buy salt — we must truly become self-sufficient,” an awareness program on building and strengthening self-sufficient units was conducted on July 12, 2025,at Janawasa 03. This program was facilitated with the support of the Coordinator of the Praja Abhilasha Network and Ms. Premalatha from the Uva Wellassa Women’s Organization. A total of 33 active leaders from Randeniya, Weherayaya, and Janawasa 03 participated in the program. During the session, a comprehensive explanation was provided on the ten key practices outlined in the guidance manual. The participating leaders expressed their willingness and commitment to implement these practices within their respective groups. Paralegal Training Program – Malabe, July 7–9, 2025 A special training program for the Paralegal Group of the Praja Abhilasha Network was held over three days – July 7, 8, and 9, 2025, at the Praja Education Centre in Malabe. A total of 35 participants from 18 districts took part in the training, which focused on the following key areas: Current status of land-related issues in each district Legal issues and steps to resolve them Challenges related to state and private lands faced both individually and as groups Effective methods of approaching responsible authorities and officials Background of land conflicts, including political interventions and the impact of past policies The training sessions were enriched by the expertise of Attorney Ravindra Sumathipala, Attorney Darshika Ariyanayagam, and Mr. Herman Kumara, who served as resource persons. The National Coordinator of Praja Abhilasha facilitated the overall program. Key Decisions and Proposals At the end of the program, several recommendations were made to strengthen the Paralegal initiative: 1. Strengthen the WhatsApp group – to enhance communication and information sharing at the district level 2. Create an official Facebook page – to disseminate news, updates, and outreach material more broadly 3. Expand the “Api saha Neethiya” 'we and LAW' YouTube channel – to share legal awareness content with a wider audience through visual media 4. Develop a six-month activity plan in each district – to support ongoing education, mobilization, and action planning This training program marked a significant step in the effort to bring law closer to the community and ensure the protection of people’s rights under the Praja Abhilasha Network’s mission. "சட்டத் அறிவைப் பெறுவது என்பது, அதை நமது சுற்றியுள்ள மக்களுடன் பகிர்ந்துகொள்வதற்கான வாய்ப்பை உருவாக்குவதே ஆகும்." பிரஜா அபிலாஷா பராலீகல் (சட்ட உதவியாளர்) பயிற்சி – மாலபே, 2025 ஜூலை 7–9 பிரஜா அபிலாஷா வலையமைப்பின் பராலீகல் குழுவுக்காக ஒரு சிறப்பு பயிற்சி நிகழ்ச்சி 2025 ஜூலை 7, 8 மற்றும் 9 தேதிகளில் மாலபே பிரஜா கல்வி மையத்தில் நடைபெற்றது. இந்த பயிற்சியில் 18 மாவட்டங்களைச் சேர்ந்த 35 பேர் பங்கேற்றனர். இதில் பங்கேற்பாளர்கள் பின்வரும் முக்கிய அம்சங்களைப் பற்றித் திட்டமிட்டனர் மற்றும் விவாதித்தனர்: ஒவ்வொரு மாவட்டத்திலும் தற்போது நிலவும் நிலத்தைச் சார்ந்த பிரச்சனைகள் சட்டப் பிரச்சனைகள் மற்றும் அவற்றைத் தீர்ப்பதற்கான படிகளை அரசு மற்றும் தனியார் நிலங்களைச் சார்ந்த தனிப்பட்ட மற்றும் குழுவாக எதிர்நோக்கும் சவால்கள் சம்பந்தப்பட்ட அதிகாரிகள் மற்றும் அலுவலர்களை அணுகும் வழிகள் நிலப் பிரச்சனைகள் உருவான பின்னணி, அரசியல் தலையீடுகள் மற்றும் கடந்த காலக் கொள்கைகளின் தாக்கங்கள் வழக்கறிஞர் ரவீந்திர சுமதிபாலா, வழக்கறிஞர் தர்ஷிகா ஆரியநாயகம் மற்றும் திரு ஹெர்மன் குமாரா ஆகியோர் வளவாளர்களாக பங்கேற்று பயிற்சியை சிறப்பித்தனர். பிரஜா அபிலாஷா தேசிய ஒருங்கிணைப்பாளர் இந்த நிகழ்வை வழிநடத்தினார். முக்கிய முடிவுகள் மற்றும் பரிந்துரைகள் பயிற்சியின் இறுதியில், பராலீகல் குழுவின் செயல்பாடுகளை வலுப்படுத்துவதற்கான பல பரிந்துரைகள் முன்வைக்கப்பட்டன: 1. ඉන්න හිටින්නට නිවසක් නැති,වාසස්ථාන අහිමි වූ පවුල් 25000ක් මීගමුව ප්‍රාදේශීය ලේකම් කොට්ඨාසය තුල සිටින බව ඔබ දන්නවාද? වත්මන් රජයේ මීගමුව පලාත් පාලන ආයතනයේ නියෝජිතයින් වන වැල්ල්විදිය නාගරික මන්ත්‍රිවරිය සහ කඩොල්කැලේ නාගරික මන්ත්‍රි තුමා, සමග මෙම කොට්ඨාසවල වාසස්ථාන අහිමිව්වන් සම්බන්ධව සාකච්ඡාවක් ජනවබෝධ කේන්ද්‍රයේදී 2025 ජූලි මස 06 පැවැත්විණි. මෙම සාකච්ඡාව සඳහා මෙම කොට්ඨාසවල නායක නායිකාවන් සහභාගි වූ අතර ගරු සරත් ඉද්දමල්ගොඩ පියතුමා,ගරු ක්‍රිස්ටීන් සොයුරිය,ගම්පහ දිස්ත්‍රික් වාසස්ථාන අයිතීන් සඳහා වූ එකතුවේ නියෝජිතයන්ද මෙම සාකච්ඡාවට හවුල් විය. වාසස්ථාන අහිමි වූ පිරිස් ලෙස නොනවතින අරගලය යෙදෙන මීගමු ජනතා ඒකාබද්ධ සංවිධානය මෙම වැඩසටහන සංවිධානය කරන ලදී. සාකච්ජාව තුල මතු වූ කරුණු 1. කුලි නිවැසියන් ලෙස ජීවත්වන අප ජනතාව මුහුණ දෙන මානව ගරුත්වය සහ මනුෂ්‍යත්ව අහිමි වූ අත්දැකීම්, 2. අධ්‍යාපනය, ජන්ද අයිතිය , අස්වැස්ම වැනි අයිතින් අහිමි වීම පමණක් නොව, ස්ථිර ලිපිනයක් නැති අපි කවුද? නිවසක් නැති අපේ අනන්‍යතාව කුමක්ද? යන ප්‍රශ්නයට දිගින් දිගටම මුහුණ දීමට සිදුවීම. 3. උපතේදී, සෑම මනුෂයෙකුටම සුරක්ෂිත නිවසක් අවශ්‍ය මෙන්ම මරණයකදී, ද මිනිය තැබීමට නිවසක් නොමැතිකම මුලික මිනිස් අයිතියක් අහිමිවීමක් බව. මීගමු ජනතා ඒකාබද්ධ සංවිධානය ඒකාරශීව, සංවිධානගතව නොකඩවා වාසස්ථාන අර්බුදය පිලිබදව කරන සටනට, පලාත් පාලන ආයතනයේ සහය අනිවාරෙන්ම ලබා දෙන බව පැමිණි නාගරික මන්ත්‍රිවරිය සහ මන්ත්‍රිවරයා වගකීම් හාර ගැනීම අගය කරන අතර, මෙය යථාර්ථයක් බවට පත් කර ගැනීමට කටයුතු කිරීම මේ මොහොතේ මීගමු ජනතා ඒකාබද්ධ සංවිධානයට ඇති අභියෝගයයි.ඒ සඳහා මෙම අරගලයන්වලදී ගම්පහ දිස්ත්‍රික්කය ලෙස ජාලගත වෙමින් ඉදිරියේදී මේ තවත් ශක්තිමත් කිරීම අපේක්ෂාව වේ. ඉදිරියේදී මෙම ප්‍රශ්න ගැටලූ නිසි ආකාරයෙන් පෙළගස්වා අදාල බලධාරීන්ට යොමු කරවා ගැනීමට ද ගැනීමටද අපේක්ෂා කරයිි. A discussion on the issue of housing insecurity was held on July 6, 2025, at the Janawaboda Kendraya, with the participation of Negombo local government representatives, including Vallivediya (Municipal Councillor) and Kadolkale (Municipal Councillor). Leaders from the affected areas, Rev. Sarath Iddamalgoda, Sister Christine, and representatives from the Gampaha District Housing Rights Collective also took part in the discussion. This program was organized by the Negombo People's United Organization, which continues to fight as a movement of the housing-insecure people. Key Points Raised During the Discussion: 1. Human Dignity & Humanity Violated: The lived experiences of people who survive as renters under unstable conditions, and how their dignity and basic human rights are continuously violated. 2. Loss of Rights Due to Lack of Address: These people not only lose access to education, the right to vote, and inheritance, but also face the constant existential question of: “Who are we without a permanent address?” What is the identity of a person without a home? 3. A Home is a Basic Human Right from Birth to Death: Every person deserves a safe and secure home at birth, and the lack of even a place to rest the body after death reflects a gross denial of fundamental human rights. The Municipal Councillors who participated expressed their full support to the continuous, collective struggle carried out by the Negombo People's United Organization. Their commitment to stand in solidarity is highly appreciated. However, the challenge now lies in transforming this assurance into reality, which is the immediate task for the Negombo People's United Organization. Looking ahead, there is a hope to further strengthen this movement across the Gampaha District through networking and collaboration. There is also a shared expectation to systematically compile and present these housing-related issues to the relevant authorities in a proper and organized manner in the future.
