‘Landless people’s Movement - In Jaffna

A program organized to intervene in the problems of the Landless People in the North by the ‘Landless people’s Movement, ඉඩම් නොමැතිවූවන්ගේ ජනතා ව්‍යාපාරය එක්ව සංවිධානය කළ වැඩසටහනක් බ්‍රහස්පතින්දා දින 2022 සැප්තැම්බර් මස 29 බ්‍රහස්පතින්දා දින A program organized to intervene in the problems of the Landless People in the North by the ‘Landless people’s Movement’ was held on Thursday 29 September 2022 at the Jaffna YMCA hall. Jaffna District Fisheries Solidarity Movement, Rural Labor Union, and Community Aspirations Network jointly organized this program. People from Urumpirai, Saravastri Village, Navali, Addakiri Camp, Uduppidi, Suthumalai Point Pedro Kankasanthurai Camp, Mylidti Selvapuramu and Urevu in the Jaffna district participated in this programme. 03 main issues were discussed in this program 01) Preparation of a register of families who wish to go for land in other districts of the Northern Province outside the Jaffna district. 02) Identifying government land locations in other districts and forming a land bank with the support of people in foreign countries to build an influence process to get land for those landless people. 03) Identifying the lands that are currently owned by the government and preparing a document to win the land rights. To carry out this work, the movement of the landless should be strong, therefore a steering committee was formed to lead the movement. How to correctly identify whether it is a government land or a private land, How to get information related to those lands when no information is known, Can we get the right to enter the land if we have no land for many years, what support can our institutions provide to get land for landless people were discussed at this meeting. The event was attended by 75 people. The meeting was facilitated by Mr Priyankara Costa, Francis Rajan Community Aspirations Network of National Fisheries Solidarity Movement. Jaffna District Coordinator Inbanayagam organized the event. ඉඩම් නොමැතිවූවන්ගේ ජනතා ව්‍යාපාරය එක්ව සංවිධානය කළ වැඩසටහනක් බ්‍රහස්පතින්දා දින 2022 සැප්තැම්බර් මස 29 බ්‍රහස්පතින්දා දින යාපනය ශාලාවේදී පැවැත්විණ. යාපනය දිස්ත්‍රික් ධීවර සහයෝගිතා ව්‍යාපාරය ග්‍රාමීය කම්කරු සංගමය ප්‍රජා අභිලාෂ ජාලය එක්ව මෙම වැඩසටහන සංවිධාන කරන ලදී. මෙම වැඩසටහන සඳහා යාපනය දිස්ත්‍රික්කයේ උරුම්පිරායි, සරවස්ත්‍රි ගම්මානය නවාලි, අඩ්ඩකිරි කඳවුර, උඩුප්පිඩි සුත්තුමලෛයි, පොයිට් පේදුරු, කන්කසන්තුරෛයි කඳවුර, මයිලිඩ්ටි, සෙල්වපුරමු සහ උරෙවු යන ප්‍රදේශවලින් ජනතාව මෙම වැඩසටහන සඳහා සහභාගි වූහ. මෙම වැඩසටහනේදී ප්‍රධාන කරුණු 03 ක් සාකච්ඡා කළහ. 01.යාපනය දිස්ත්‍රික්කයෙන් පිටත උතුරු පළාතේ අනෙකුත් දිස්ත්‍රික්කවල ඉඩම් සඳහා යාමට කැමති පවුල් ලේඛනයක් සකස් කිරීම. 02. අනෙකුත් දිස්ත්‍රික්කවල රජයේ ඉඩම් ඇති ස්ථාන හඳුනාගෙන ඉඩම් බැංකුවක් සකස් කර ගනිමින් විදේශ රටවල සිටින ජනතාවගේ සහයෝගය ඇතිව එම ඉඩම් නොමැති පිරිස් සඳහා ඉඩම් ලබා ගැනීම සඳහා බලපෑම් ක්‍රියාවලියක් ගොඩනැගීම. 03 දැනට රජයට අයත් ඉඩම් තිබෙන ඒවා හඳුනාගෙන එම ඉඩම් අයිතිය දිනා ගැනීමට ලේඛනයක් සකස් කිරීම. මෙම කාර්යය සිදු කිරීමට ඉඩම් නොමැතිවූවන්ගේ මෙම ව්‍යාපාරය ශක්තිමත් විය යුතුයි. ඒ නිසා එම ව්‍යාපාරයට යම් නායකත්වයක් මෙහෙයුම් කමිටුවක් ගොඩනැගීම සිදු කරන ලදී. තවද, ඉඩමක් හඳුනාගැනීම එය රජයේ ඉඩමක් ද? පෞද්ගලික ඉඩමක් ද යන්න නිවැරදිව හඳුනා ගන්නේ කෙසේ ද? කිසිදු තොරතුරක් නොදත් අවස්ථාවලදී එම ඉඩම් සම්බන්ධ තොරතුරු ලබා ගන්නේ කෙසේ ද? අවුරුදු ගණනාවක් ඉඩම් නොමැති අවස්ථාවලදී එම ඉඩමට අපට ඇතුළු වීමේ අයිතිය ලබා ගැනීමට හැක ද? ඉඩම් නොමැති පුද්ගලයින් සඳහා ඉඩම් ලබා ගැනීමට අප ආයතන මඟින් ලබා දිය හැකි සහයෝගය කුමක් ද ? යන කරුණු මෙහිදි සාකච්ඡා කරන ලදීමෙම අවස්ථාවට 75 දෙනෙක-ු සහභාගි වු අතර ජාතික ධීවර සහයෝගිතා ව්‍යාපාරයේ ප්‍රජා අභිලාෂ ජාලයේ සම්බන්ධිකාරක ප්‍රියංකර කොස්තා ප්‍රැන්සිස් රාජන් යාපනය දිස්ත්‍රික් සම්බන්ධිකාරක ඉන්බනායගම් යන මහත්වරුන් මෙහෙයවීම් කරන ලදහ.

ඉඩම් අයිතිය සඳහා වූ උතුරු පළාත් එකතුව 2022 නම වෙනි මස 27 වන දින වවුනියාවේ දී පවත්වන ලදී .දිස්ත්‍රික්ක පහේම නායකයින් සහ ක්‍රියාධරයින් සහභාගි වූ අතර ඉඩම් වල පවතින වර්තමාන තත්ත්වය සහ ගැටලු සම්බන්ධව ආපසු හැරී බැලීමක් කරන ලදී .මානව හිමිකම් කොමිසන් සභාවට ඉදිරිපත් කිරීම සඳහා ඉඩම් වල තොරතුරු යාවත්කාලීන කිරීමක් ද සිදු විය .ඊට අමතරව ඉදිරි මාස තුන සඳහා උතුරු පළාත ලෙස ඉඩම් අයිතිය දිනා ගැනීම වෙනුවෙන් වැඩ සැලැස්මක් ද සකස් කරන ලදී.inbam සහෝදරයා විසින් මෙම මෙම පළාත් එකතුව සංවිධානය කරන ලදී . ඊට අමතරව ඉඩම් අරගලයන් පිළිබඳව සකස් කරන ලද අත් පොත එළිදැක්වීම ද පළාත තුළ සිදුවිය . ජනාවාස තුනේ පවුල් එකසිය පනස් දෙකක් අද දින තම ඉඩම් සඳහා බලපත්‍ර ලබා ගනියි . "අත් නොහැර අපි කරපු ඉල්ලීම් අරගල සියල්ල ගේම ප්‍රතිඵලයන් අද අපට ලැබුනා.ජනාවාස වල ඉඩම් අයිතිය දිනා ගැනීම වෙනුවෙන් බොහෝ සංවිධාන අපට සහයෝගය දැක්වූවා ඒ සියලු දෙනාටම අපගේ ස්තුතිය මේ අවස්ථාවේදී පුද කරනවා.ඒ අතර ඉඩම් අයිතිය සඳහා වූ ඌව පළාත් ජනතා සන්ධානය ,ඌව වෙල්ලස්ස කාන්තා සංවිධානය ,ජාතික ධීවර සහයෝගිතා ව්යාපාරය ,ප්‍රජා අභිලාස ජාලය ,මොන්ලර් ආයතනය ,නීතිය හා සමාජ භාර ආයතනයට විශේෂයෙන් මාගේ ස්තූතිය ප්‍රකාශ කරනවා'" මෙම අදහස් ඉදිරිපත් කරන ලද්දේ ජනාවාස තුනේ ජයරත්න සහෝදරයා ඔහු තමයි මෙම අරගලය අත් නොහැර ම දිගටම ක්‍රියාත්මක කරගෙන ගිය නායකයා එනිසා මං හිතන්නේ ඔහුට ඉතාම සතුටුදායක දවසක් යයි යැයි මම හිතනවා .මෙම බලපත්‍ර ලබා දීමේ උත්සවය සඳහා වැල්ලවාය ප්‍රාදේශීය ලේකම් කාර්‍යාලයේ සහකාර ලේකම් තුමිය, ඉඩම් නිලධාරීන්, එමෙන්ම ග්‍රාම නිලධාරීන් ද සහභාගි වී ඇත .

Lets build citizen power

The Uva Province People's Alliance for rights to land meeting was held on August 8 at Monaragala. Thirty leaders from Badulla and Monaragala Districts participated and an update of information related to land issues in each area was done first. Ms. Ravindra Sumathipala, a lawyer then explained to the participants about the Land Development Ordinance in the year 2022 which consists of 11 new amendments. Sajeeva Chamikara then presented about the land disputes and environmental damage caused by the ongoing development activities across the country. After that, the handbook prepared for winning the land struggles was also launched. Miss Pemalatha of Uva Wellassa Women's Organization and Mr. Vajira of Community Organizing Forum organized the event.
