GOSL banned use of chemical fertilizers and to promote organic manure for all the cultivations including rice paddy, vegetables, tea, coconut, which consume lot of chemicals which we welcome the idea though the intention would be save 400 Million USD which spent for foreign chemical companies. But in practice the farmers faced severe difficulties as they do not have fertilizers they used to apply. There should be lot of preparatory work to convert from chemical fertilizers to organic manure. Farmers started agitations as their economies were ruined with the government decision to ban fertilizers. Miridiya Organization at Polonnaruwa conducted small scale organic manure production even before the government decision to ban chemicals has accelerated their organic manure production using aquatic plants which were covered the inland water bodies as a weed. Safna Sewwandi one of youth leader of the organization said, “this is not only save our people’s cultivation, but also provide some income to youth who engage in organic manure production.” Manoj Silva, the leader of Miridiya Organization said, “our program help to clean the water bodies as our raw material are Salvinia, Japan Jabara and other weeds covered the water bodies which disturb inland fishing industry. It gives some recognition to our organization as we supply the vacuum of fertilizer scarcity in the market. Now lot of people expect to become members of the organization which we see as an impact of our work.” S. Kamani the woman activist of the organization narrated that this program is one of the others which gave a recognition to women as the important role they play in the program which come under #Self Sufficient Small Scale Food Producer Units. We produce organic manure, sell and earn income to sustain the program which is an achievement of our members commitment.

Overcome Rural Poverty

The concept and practice of Self Sufficient Small Scale Food Producer Units have been introduced to rural women in Polpithigama area with the commitment of Praja Sahayogitha Sansadaya. The women and youth engage the SSSSFPU program and to contribute to achieve one of a goal of overcome rural poverty. The saffron is one of the most expensive food items as it banned the imports. So the women who engage in saffron cultivation get some income these days for their survival. At the same time small Scale fish tanks provide income for youth though they are not meant for food for people but export as ornamental fish. Sanjeewa Sampath of Praja Sahayogitha Sansadaya says, “These are small activities which we promote for the survival of our members in rural economies where there is no opportunities for earn for their day today lives. Though we can’t say we contribute social transformation process, we assure the survival of rural poor.” These programs contribute to provide some income to the rural people and their survival.

WhatsApp message to the letter of Northern Navy Commander.

It says, 1. It is, in fact, the duty of the navy to prevent the Indian fisherman from crossing the border, but the Navy has chosen to not to do so. Therefore, the local fisherman have taken matters in their hands. 2. This is an illegal or unlawful letter written by the Northern Navy commander, because he is interfering into civil matters, which is the subject matter of the law enforcement authorities, and not of the security forces. 3. If the local fishermen are engaged in “UNWARRANTED CRIMINAL ACTS,” that has to be dealt by the Police and Judiciary Departments. 4. The navy can, of course, always put forward any “request” in front of other state-institutions. However, does the navy have any “authority” or “rights” to send “orders” (written or verbal), in this manner, - to the Police Department, the Fisheries Department and to the local fishing communities? 5. Such a letter would have been okay, if it was sent as a “request” to the relevant authorities, by the Indian High Commission or by the Foreign Ministry of Sri Lanka; but, the Navy has no authority to give such “orders”. 6. According to this letter, it is clear that - not only the Sri Lanka Navy is NOT supportive to the Sri Lankan fishermen, but also expecting them to not to confront the Indians. 7. Now, the question is - whether the Navy Commander had acted on his own and written this letter, or he was instructed from the top to do so. 8. When we observe the current diplomatic developments between India and Sri Lanka, we can easily make an assumption that the Navy Commander had not acted on his own. We urge from our Navy, Coast Guard and authorities to take action to prevent foreign fishing vessels including Indian trawler invasion in to Sri Lankan waters illegally. Then there is no any necessity to mediate Sri Lankan fishermen to take “unwarranted, unlawful, criminal, actions”. It is our Navy’s duty to protect our EEZ and to prevent entering foreign fishing vessels through international maritime boundary line.(IMBL). So, we ask from government, where is the sovereignty of the people? Where is the protection to our people? How do you ensure to prevent ocean resource grabbing by foreign fishing vessels? We need answers from the authorities for these matters immediately. Once GOSL take necessary action to protect our waters, people need not to mediate such actions as Navy commander says.

Focus group discussion were conducted on 23 of November in Kakokilai,Kumulamulai,Vattuvagal and Kappapilau at Mullathivu district .They highlighted their land issues and how government treat them and how the Sinhala people captured their land.
